1. Upstream chain completeness, layer A

12 of 12 batches, 100.0% released, serials activated, received by a distributor and received by a wholesaler. That is the full population and it is unbroken.

2. SN 39 and SN 40, batches traceable to a retailer, layer A

RDT: 1 of 1, 100.0%. ACT: 2 of 2, 100.0%. Denominator: batches observed at sampled outlets.

9 of 12 batches were consigned to outlets outside the 20 outlet layer A sample, so their retail hop cannot be observed here. Those batches are unobserved at retail, not untraceable, and they are excluded from the denominator rather than counted as failures.

3. Programme scale delivery assurance, layer B

2,399 deliveries reported, 93.8% validated against the Pilot target 90%. This is the figure a reviewer should read as delivery assurance across all participating outlets.

Capture and validation are different claims. Capture, layer A: 344 dispatches pair with 344 matching receipts, 100.0% captured against the Pilot target 95%. Validation is the narrower test, a receiving scan checked against the dispatch record, and that is what the 93.8% above measures. The two are not merged.
