ADMFm, Affordable Diagnostic and Medicines Facility for Malaria. Test, treat, track.

Where the subsidy is going, and what it has bought

₦167,723,259 of subsidy drawn against a ₦2,040,000,000 facility, 8.2% of the fund, covering 342,814 tests and 114,377 ACT courses over 90 days, 2026-05-12 to 2026-08-09. Every figure on this screen is computed from the event ledger when the page renders.

Subsidy drawn by state

All 36 states and the Federal Capital Territory are drawn. The six pilot states carry a value; the rest are the headroom for national scale. Subsidy drawn across the pilot, ₦167,723,259.

Six states are in the pilot: Abia, Lagos, Rivers, Ekiti, Borno, Ondo. Click one on the map to read its tests, courses dispensed, subsidy drawn, active outlets and day 3 follow-up completion, each summed from the daily aggregates for that state alone.

  • Abia₦23,577,559
  • Lagos₦45,595,443
  • Rivers₦28,248,192
  • Ekiti₦21,127,254
  • Borno₦24,300,174
  • Ondo₦24,874,637

On track. 19 of 22 instrumented pilot targets met. 2 of the 24 are not yet instrumented.

Of the 28 workbook indicators, 24 carry a numeric pilot target and 4 are monitored without one. 22 of those 24 are instrumented in this demonstration and each is tested in its own direction. An indicator with no reading is named as not yet instrumented and left out of the denominator, never scored zero. On track at 80 per cent or more of instrumented targets met, delayed from 60 up to 80, off track below 60. This reading sits at 86.4%.

Pass: On track

Short of target, 3 of 22. Not yet instrumented, 2 of 24.

  • SN 14. Proportion of outlets with stock of pre-qualified mRDTs and ACTs

Short. Reading 85.0%. Pilot target 90%. Module 4, Stock and availability

  • SN 25. Number of conditional cash transfers disbursed to PPMVs

Short. Reading 0.961. Pilot target 1. Module 8, Provider incentives

  • SN 56. Percentage of participating outlets geocoded

Short. Reading 99.3%. Pilot target 100%. Module 1, Outlet registry and geocoding

  • SN 4. Percentage of targeted outlets receiving commodities as scheduled

Not yet instrumented. The workbook measures receipt against a scheduled delivery date. The seeded ledger records the dispatch and receipt of every shipment, but carries no planned delivery date to test a receipt against, so the reading is not computed here. What the demonstration does compute on the same events is SN 42, deliveries validated.

  • SN 13. Percentage of target ACTs and mRDTs timely manufactured and reported

Not yet instrumented. The workbook measures manufactured volume against a production schedule held by the manufacturer. The seeded ledger begins at batch release, so there is no planned release date in the demonstration to measure timeliness against. Batch release itself is instrumented and appears on module 3.

The uninstrumented indicators are named rather than dropped. They sit outside the band denominator because the seeded ledger carries no planned date to measure them against, and an indicator that cannot be read is not the same as one reading zero.

Every reading behind this count is computed from the seeded ledger at render time and is listed in full in the indicator library.

One dispense event, five custody points

The dashboard is a view over one event ledger, not a set of separate reports. A reviewer can enter at any figure and walk back to the pack.

Every one of the 63 programme indicators is an aggregation over events of this kind: one client, one outlet, one serialised commodity, one test result, one price paid, one timestamp, one GPS fix.

12,465 granular events and 2,160 daily aggregate rows come from one generator, so the map, the tiles and the pack level chain reconcile by construction.

Test before treat is the gate on every subsidised course.
