Geocoding reads 99.3% against a 100 per cent pilot target, so it reads amber rather than green. The gap is not a rounding artifact: 3 enrolled outlets have a pin captured that field verification has not yet confirmed, and the register holds all 3 back from activation until it is. No unverified outlet has dispensed a subsidised commodity. A monitoring screen that reads 100 per cent everywhere tells an oversight reader nothing.
