Price and subsidy compliance

1. SN 20 as applied, layer A

20 of 20 outlets, 100.0% against a pilot target of at least 80 per cent, met. Test: at least 80% of the outlet's own dispenses at or below RRP, which is the test the Core Indicators workbook note on SN 19 implies.

Denominator: the 20 outlets carried in the granular ledger, not the 400 on the register. The indicator counts outlets and the daily aggregates resolve only to LGA days, so it is computed where individual prices paid exist.

2. The stricter alternative, same 20 outlets

0 of 20 outlets, 0.0% on the stricter test, never exceeds RRP on any dispense. Roughly one dispense in seven is above RRP somewhere in the window, so no outlet in the sample is clean on every transaction.

The two readings are not in conflict: they answer different questions. The first asks whether an outlet is generally selling at the regulated price, the second whether it has ever breached it. Both are computed from the same dispense events.

3. SN 19, programme scale, layer B

388,539 units at or below RRP against 68,652 above, 85.0% compliant against the 80 per cent in the SN 19 target note, met. The count itself, SN 19 as written, is 388,539 units.
